Environmental and Public Health International (EPHI), a Chicago-based water-infrastructure consultancy, has had its Lead Service Line Replacement Cost Calculator (LSLRCC) included in the Good Practice Database maintained by the Partnership on Transparency in the Paris Agreement (PATPA). The listing recognises the tool as a practical example of subnational infrastructure planning that can contribute to the Paris Agreement's Enhanced Transparency Framework under Article 13.

EPHI did not disclose any financing round, deployment contract, or government procurement associated with the listing. The release also notes that sponsorship opportunities for the LSLRCC are available to mission-aligned organisations, a detail that adds a commercial dimension to what is framed as a transparency recognition.

What the tool does

The LSLRCC is a cost-modelling tool designed to help municipal, Tribal and state water authorities estimate the capital required to replace lead service lines, the pipes that carry drinking water into homes and public buildings. Lead pipe replacement has become a priority in the United States following amendments to the Safe Drinking Water Act's Lead and Copper Rule, and is a central use case for the drinking-water funding streams created under the 2021 Bipartisan Infrastructure Law (BIL). EPHI says the calculator lowers technical barriers for jurisdictions with limited planning capacity, enabling them to generate structured datasets suitable for regulatory compliance and grant applications.

The PATPA connection positions the tool within a broader international reporting architecture. Article 13 of the Paris Agreement established the Enhanced Transparency Framework to ensure that climate adaptation and mitigation actions are measurable, reportable and verifiable across signatory countries. In this framing, documented lead-pipe replacement qualifies as climate adaptation, given the intersection between ageing water infrastructure and climate-driven water-quality risks such as increased leaching from heat-stressed pipe networks.

Market and policy context

Water infrastructure sits at an early stage of integration into formal climate-finance and carbon-market frameworks. Most climate-adaptation investment to date has focused on flood defences, coastal resilience and agriculture; drinking-water infrastructure is less frequently costed within nationally determined contributions or biennial transparency reports. Tools that translate community-level investment into structured, Paris-aligned datasets could, in principle, help municipalities access climate-labelled finance or satisfy federal reporting requirements tied to BIL and State Revolving Fund (SRF) disbursements.

The policy backdrop in the United States is consequential. The Environmental Protection Agency's Lead and Copper Rule Improvements require water systems to replace lead service lines within 10 years, creating a large, time-bound capital need. BIL allocated roughly $15 billion for lead-pipe replacement through the Drinking Water State Revolving Fund, though drawdown rates have varied across states. Tools that standardise cost documentation could ease the application and reporting burden for under-resourced utilities.

Internationally, PATPA itself is a relatively small technical body, and inclusion in its Good Practice Database is not equivalent to a formal UN endorsement or a funded programme commitment. The LSLRCC has accumulated a large number of database listings and platform features over the past year, as shown in the release's extensive appendix of prior recognitions. Whether that breadth of citation translates into material adoption at the utility level is not addressed in the announcement.

EPHI said it was founded in response to the Flint water crisis and focuses on EPA-aligned training and compliance support. The company did not provide user numbers, replacement-project values facilitated, or revenue figures.
