China National Nuclear Corporation (CNNC) has used the sidelines of the 70th International Atomic Energy Agency (IAEA) General Conference to call on the global fusion community to establish a new international platform for fusion engineering cooperation. The move signals Beijing's ambition to play a lead coordinating role as fusion transitions from physics experiments toward engineering and, eventually, commercial power generation.
The side event, themed "Fusion for Future: Engineering the Key Pathway to Realizing Fusion Energy," was attended by senior figures including IAEA Deputy Director General Najat Mokhtar and ITER Organization Director-General Pietro Barabaschi, alongside representatives from Kazakhstan, Thailand and Spain. The breadth of attendance reflects the widening diplomatic footprint of China's fusion programme.

CNNC released a progress report on its HL-3 tokamak and its associated joint experimental programme, and opened applications for international partners to participate in experiments. The corporation also introduced a proposed "world fusion engineering alliance" and provided updates on the Controlled Fusion Innovation Consortium, which is already established. Two memoranda of cooperation were signed: one between China Fusion Energy Co Ltd (CFEC) and ITER, and a second between CNNC's Southwestern Institute of Physics (SWIP) and the Thailand Institute of Nuclear Technology (TINT). Fusion energy remains pre-commercial globally, but the engineering and capital landscape is evolving rapidly. The ITER project in southern France, to which China is a founding partner, is the largest international science project in history and is designed to demonstrate net energy gain at scale. In the private sector, more than 40 companies worldwide are pursuing fusion, with cumulative private investment exceeding several billion dollars over the past five years, according to industry trackers. Notable private developers include Commonwealth Fusion Systems, TAE Technologies and Helion Energy, which has signed a power-purchase agreement with Microsoft. Most private ventures target commercially relevant plasma conditions in the early 2030s, though timelines have historically slipped.
CNNC's call for a multilateral engineering alliance reflects a structural challenge: fusion engineering requires simultaneous progress on plasma physics, materials science, tritium breeding, superconducting magnet design, and grid integration.
