EPA adds EPHI lead pipe cost calculator to Water Finance Clearinghouse

The free planning tool has estimated over $3bn in replacement costs since its April 2025 launch, covering US municipal and Tribal water systems.

Environmental and Public Health International (EPHI) has had its Lead Service Line Replacement Cost Calculator (LSLRCC) added to the United States Environmental Protection Agency's Water Finance Clearinghouse, a centralised platform hosting more than 1,000 resources for water infrastructure financing, planning and technical assistance. The calculator, which is free and available in multiple languages, helps municipalities, utilities, Tribal communities and local governments estimate the cost of replacing lead service lines under EPA's Lead and Copper Rule Improvements (LCRI).

Since its launch in April 2025, the LSLRCC has been used to generate estimates totalling more than $3 billion in projected replacement costs, based on anonymised usage data. The tool also aims to support funding applications to programmes such as the Drinking Water State Revolving Fund (DWSRF) and initiatives backed by the Bipartisan Infrastructure Law.

The tool and its backers

EPHI was founded by Anthony Ross, who served as the EPA's Safe Drinking Water Act Emergency Coordinator during the Flint Water Crisis. That operational background shapes the organisation's focus on compliance planning, infrastructure prioritisation, and training for regulators and public water system staff. Ross said lead service line replacement planning remains "one of the most significant drinking water infrastructure and public health challenges facing communities across the United States."

The LSLRCC has also received recognition from the United Nations Environment Programme (UNEP) in connection with the UN Sustainable Development Goals for clean water and sanitation. EPHI lists a series of endorsements from international bodies including UN agencies and academic platforms, though the commercial and funding implications of those listings are not specified in the release. Sponsorship opportunities for the calculator are described as available to mission-aligned organisations, but no sponsors or funding amounts are named.

Market and policy context

Lead pipe replacement is one of the largest near-term capital challenges in US water infrastructure. The EPA's LCRI, finalised in 2024, requires public water systems to inventory and replace lead service lines within 10 years. The scale of the task is substantial: estimates from federal and independent sources suggest tens of billions of dollars in total replacement costs nationally, with significant variation by municipality size, pipe density and soil conditions.

The Bipartisan Infrastructure Law allocated $15 billion specifically for lead service line replacement through the DWSRF, supplemented by additional drinking water investment. Translating that federal funding into shovel-ready projects requires utilities and local governments to produce credible cost estimates and fundable applications, the gap EPHI's tool targets.

The environmental-markets and climate-adaptation angle here is relatively narrow: the release frames the LSLRCC partly as a climate-resilience tool, though its primary function is public health and regulatory compliance rather than emissions reduction or carbon finance. Investors in water infrastructure funds and municipal bond markets will watch whether federal LCRI enforcement timelines hold and whether the DWSRF allocation is sustained or adjusted in future appropriations cycles.
