The LSLRCC is a free, multilingual planning tool that allows tribal and local governments in the United States to estimate the cost of replacing lead drinking water pipes and model capital requirements under different infrastructure scenarios. EPHI said anonymous usage analytics suggest that billions of dollars in potential replacement costs have already been modelled through the tool, though it provided no audited transaction figures or independently verified outcome data.
What the tool does
Lead service line replacement sits within climate adaptation planning because ageing water infrastructure is increasingly vulnerable to extreme weather events, and because lead exposure carries severe public health costs that fall disproportionately on lower-income communities.
